List a programme's stand-in (STIP) activity

Every stand-in decision recorded for this programme in the window — approvals and declines both — with the rule that fired and the exposure it created. Exposure is money authorised on your behalf with nothing reserved behind it, so approvals here are a liability figure and declines show the stand-in path was reached at all. `unattributed_count` counts recorded stand-ins in the same window that carry no programme and so cannot appear in `data`. **It reads 0 today and a 0 does not mean nothing is missing**: no producer currently writes a programme-less row, because a stand-in is only recorded once the card resolved and a resolved card always names a programme. The field is a forward guard against a future producer of such rows, not a live figure. Three classes of stand-in never reach this report at all, and none is counted here: one taken before the card could be resolved (no row is written, since the tenant is unknowable — during a cards outage this is the entire population); the network edge's own stand-in, taken because the engine did not answer; and a decision the engine returned without committing, when the replay authority or idempotency memo could not be read. An empty window means no stand-in that resolved a card was recorded — never that none happened.
